Server settings and Surge configuration
Warzone Rating and seat budgets for Transfer Surge.
Server Settings (President/VP) configures Transfer Surge seat budgets and the server's Warzone Rating.
Setting a Warzone Rating determines the canonical seat budget for the current Surge across all four tiers; the suggested values come from the game's own Warzone UI, but you can override them if your in-game numbers differ. Once a Surge is marked active, applications without a tier assignment won't count against the seat budget until one is set.
Switching the Warzone Rating after seats are already set will overwrite (or clear, if switching to Unrated) your current seat counts — you'll be asked to confirm first.
